ITM Power Plc (LSE:ITM) has signed a supply agreement and binding heads of terms for a long-term services arrangement with MorGen Energy for the 20MW West Wales Hydrogen Project in Milford Haven, UK. This development marks a key milestone for the project, which forms part of the UK Government’s Hydrogen Allocation Round 1 (HAR1) programme.
Project Progress and Scope
With permits secured and commercial terms with stakeholders close to being finalised, the West Wales Hydrogen Project is on track for a Final Investment Decision later this year. Groundbreaking is anticipated before the end of the calendar year. The project was awarded funding through the Department for Energy Security & Net Zero’s HAR1 programme, aimed at accelerating the UK’s hydrogen economy.
The facility will be located on the former Milford Haven Refinery site and will serve industrial clusters in Milford Haven, Port Talbot, and other locations across Wales. It will also provide green hydrogen for transport applications, supporting decarbonisation goals in heavy industry and mobility.
Technology Deployment
The West Wales Hydrogen Project will deploy ITM Power’s 20MW POSEIDON modular electrolyser platform, which is designed to be scalable and capable of delivering high-performance green hydrogen solutions. ITM Power was announced as the selected electrolyser supplier for the project on 17 June 2025, one of only two projects in the UK to receive this designation under the HAR1 programme.
The agreement with MorGen Energy covers both the supply of the electrolyser and a long-term services arrangement, ensuring ongoing operational support. This partnership aligns with ITM Power’s strategy to deliver commercially viable, large-scale hydrogen projects in the UK and internationally.

Dennis Schulz, CEO of ITM Power, said the contract represents a significant step for the company and the UK hydrogen industry. He noted that selection for the project reflects confidence in ITM Power’s technology and delivery capabilities, while also highlighting the critical role of green hydrogen in the energy transition.
Werner Lieberherr, CEO of MorGen Energy, described the project as central to the company’s vision for a cleaner, more resilient energy future. He emphasised the potential economic benefits, including job creation and supply chain development, as well as the project’s role in positioning Wales at the forefront of the green hydrogen sector.
The partnership between ITM Power and MorGen Energy is expected to advance the UK’s hydrogen infrastructure and support government targets for clean energy deployment. The construction set to begin before the end of 2025.
