GreenRoc Strategic Materials Plc (LSE:GROC), a company developing critical mineral projects in Greenland, has received a 30-year Exploitation Licence for the Amitsoq Graphite Project. The licence was issued to Greenland Graphite a/s, a wholly owned Greenland-registered subsidiary of GreenRoc. The permit was signed on 8 December 2025 by the Minister of Business, Mineral Resources, Energy, Justice and Gender Equality, Naaja H. Nathanielsen, and Stefan Bernstein, Director of Greenland Graphite.
Regulatory Process Highlights Efficiency
The Government of Greenland approved the project Terms of Reference and associated White Paper on 4 December 2025. The licence was granted 1 year and 3 months after the initial application, marking it as one of the faster approvals compared with many other jurisdictions. This reflects the revised Mining Act, which aims to streamline approvals without reducing environmental, safety, or social standards.
Project Timeline and Requirements
Greenland Graphite has opted for public consultation of the project terms of reference only, without submitting full project descriptions for the Environmental Impact Assessment (EIA) and Social Impact Assessment (SIA) reports at this stage. Before any construction or mining activity can begin, an Impact Benefit Agreement and a Mine- and Closure Plan must be approved.
The company is preparing the EIA and SIA reports. Following their approval by the Government of Greenland, the mining and decommissioning plan must be submitted by 31 December 2028. Mining activities at Amitsoq are required to commence by 31 December 2030, unless otherwise approved by the authorities.
Strategic Significance of the Licence
The Amitsoq licence represents a continuation of Greenland’s effort to regulate and monitor mineral extraction, ensuring environmental and social standards are maintained while enabling projects to proceed within defined timelines. It is the third exploitation licence granted by the Greenland Government in 2025.
