Balfour Beatty plc (LSE:BBY) announced on 2 February 2026 that it has secured a GBP 315 million Warwickshire Highways Maintenance contract, reinforcing its presence in the UK local authority infrastructure services market. The seven-year agreement was awarded by Coventry City Council, Solihull Metropolitan Borough Council, and Warwickshire County Council, and is scheduled to commence in Spring 2026.
The latest award represents the company’s third consecutive term delivering highways maintenance services across Warwickshire. The renewed mandate extends a partnership that began in 2011, with the new contract set to run through to Spring 2033. The agreement also includes an option for a further six-year extension, subject to delivery performance, which could increase the total contract value to as much as GBP 900 million.
Scope of Services and Operational Coverage
Under the contract, Balfour Beatty Living Places will be responsible for a wide range of highways maintenance activities across the region. The scope includes routine and cyclical maintenance services covering more than 5,000 kilometres of road infrastructure, alongside the upkeep of over 55,000 streetlights. The services will also extend to public-realm and local road maintenance activities within the participating council areas.
The contract builds on the group’s existing role as a provider of local road maintenance and related services, with responsibilities spanning asset condition management, service delivery coordination, and ongoing infrastructure upkeep.
Digitally Enabled Delivery Model
As part of the new contract term, Balfour Beatty Living Places plans to deploy an integrated operating model supported by digital systems. This approach includes a centralised planning and permitting framework designed to consolidate programme, performance, and operational data. The model is intended to support council oversight while enabling future enhancements across inspection processes, winter maintenance planning, and reactive service delivery.
The digitally enabled structure reflects a continuation of the delivery framework used during previous contract terms, adapted to incorporate updated systems and data-led processes.
Employment and Contract Timeline
The Warwickshire Highways Maintenance contract is expected to be support by a workforce of approximately 160 people at peak delivery. This includes roles allocated to graduate and apprenticeship positions, aligning with the contract’s long-term delivery horizon.
The agreement is set to begin in Spring 2026, marking the continuation of a multi-authority partnership that has operated for more than a decade. The contract’s duration and extension option provide visibility over service delivery through the next several years, subject to performance milestones.
Today, BBY shares traded at 1.12% higher at GBX 722 per share at the time of writing, up 57.07% in a year.
